Dear Mr. Keswick,

Mr. D. F. Landale agreed to serve as a member of the Consultative Committee set up to advise the Colonial Office on matters relating to the re-equipment and organisation of the port of Hong Kong.

As, however, he returned to Hong Kong before ENCLOSURES The Committee met and is, therefore, no longer available, the secretary of State would be glad if you would be good enough to take his place as a member of the Committee.

FURTHER ACTION

So far there has only been one meeting, the minutes of which I shall send you when they are ready. Meantime, I enclose two memoranda which have been discussed at the meeting already held.

I presume that you have access to the copy of the report by Sir David Owen which has already been sent to Mr. Landale. If not I can send you another copy though the supply is getting very short.

So far as I can see the next meeting of the Committee is likely to be held on Thursday, the 13th December, at 2.30 pm in this office.
